Welcome to City of Fremont 14’s & 12’s Excellence tournament
Welcome to the City of Fremont USTA NorCal Excellence
tournament . We are excited are host this event and look forward to some great
tennis, we have a lot of matches to get through this first weekend of the
tournament and we expect some small delays throughout Saturday. If you
haven’t played our tournament before we schedule matches on 15 courts and
use 18 for play so very rarely do we have any significant delays.
Match times & Format
Check the draws,
some match times have changed, any additional changes will be communicated via
the tournament homepage or email or phone. Please check the draws! All
matches will be played at Fremont Tennis Center, 1110 Stevenson Blvd., Fremont.
Main Draw 14’s singles is best of 3 full sets
Main Draw 12’s singles and all consolations best of 3 with a
10 point tiebreaker in lieu of third set
Doubles
Check-in
We ask players to check in 15 minutes prior to the match start time.
NOTE: for doubles we cannot check-in one player, both players must be present
in order to be considered “checked in”. We will be strictly enforcing the
late check in policy as we have a lot of matches and do not want to get behind.
Check-in desk will be located inside the pro shop.
Warm up courts
Courts are available before 8am, once the tournament has started there
will no warm up courts onsite. The nearest warm up courts are Mission San Jose
Community Park (right behind Mission San Jose High School) and Niles Community
Park, Centerville Community Park. These are City of Fremont facilities and
courts are first come first served basis.
Players
Players are expected to behave within the guidelines of code of conduct and
their role will be to compete fairly, be respectful of opponents, officials and
themselves. It is the players responsibility to check in, know the match
format, both players must report scores and know when they’re next match is.
Parents
Parents also will be held accountable to the code of conduct of Friend of
Court. Their role will be supporters of the event, officials opponents and
players. Any conduct that is not consistent with Friend of Court and the
tournament may result in the individual being asked to leave the site or
players being defaulted.
Videotaping of matches
City of Fremont policy is there will be no videotaping of matches during the
tournament. This supersedes the USTA NorCal policy as it's a City of Fremont
policy.
Food
There’s no food for sale onsite at FTC, however nearby food options are Mission
Valley Shopping center (approximately 1.5 miles away), Mexican, Subway,
Chinese, Starbucks and Lucky’s supermarket are available.

DOUBLES PARTNERSHIPS & SINGLES DRAWS UPDATE
Doubles partnerships are complete, please check the competitors list and let us know if there's an error by Tuesday 10/9 12pm. Singles draws are completed, match times will be done by Wednesday 10/10 10am.

PLAYER SELECTION UPDATE
All players have been selected for the singles events. if you are listed as an alternate and wish to play another tournament you must let us know you wish to be removed from the event, otherwise you are in violation of the concurrent tournament rules and may be assessed suspension points should enter another tournament. If you entered doubles you may have received an automatic email from TennisLink stating you have not been selected, we will manually enter all doubles players after 12pm Monday October 8th. Tournament Scheduling Timeline Singles seeds and draws will be done Sunday October 7th, Doubles partnerships will be completed Monday October 8th after the partner request deadline (see below for instructions on how to correctly enter doubles), match scheduling will be done Tuesday and draws with match schedule will be posted on Wednesday by 10am.

Tournament Selection Procedures
Selection procedure and timeline for the Excellence tournament is as follows; 1. USTA NorCal Office does the selections and provides the Tournament Committee the selection list along with Seedings. We usually get this list from the NorCal Staff late Friday after the entry deadline. 2. The Tournament Committee Reviews the players selection list. Once confirmed by the tournament committee then players are selected from the entries and entered into the Tournament software program. This is when you will receive an email notifying you if your player has been selected for the tournament. 3. Doubles partnerships must be confirmed by Monday 12pm, see below instructions to know how to enter correctly. NOTE: DOUBLES PARTNERSHIP INFORMATION Entries have closed, we are not accepting any more entries. Partnerships are accepted based on the following scenarios, please read and understand what you need to do in order to confirm your partnership. 1. Both players entered and indicated each other as their doubles partner - Nothing needed from both players, doubles team is confirmed 2. One player entered and indicated a partner but the other player did not enter a partner when registering - The player who did not indicate the partner during entry process will need to email us and agree to the partnership before we can accept the doubles team. 3. Both players did not indicate their partner at the time of registration and would like to play together - Both players must email us agreeing to play together before we can accept the doubles team. 4. Player enters without a partner and has not agreed nor confirmed with us a partner - Player will be placed in a random draw and paired up with another player. NOTE: If a player withdraw after the random draw for partners, the Tournament Committee will impose withdrawal penalties and no refunds will be issued.

USTA NORCAL EXCELLENCE RULES I. Excellence Tournaments. Excellence Tournaments offer advanced competition in the 12, 14, 16 and 18 divisions and each is designated as a Level 4 National Ranking Tournament. All events use a yellow ball on a 78’ court and a player’s racquet may not exceed 29" in length.
i. Youth Progression Eligibility - Players Aged 10 Years and Younger. To enter and play in an Excellence Tournament, players must players must be at least 8 years of age and first fulfill the Progression requirements as set forth in Rule 10.
ii. Singles Draw Size and Format. The singles draw size is limited to 32 total players. The draw format will be a Feed-In Championship that feeds players in through the Round of 16, with a playoff for 3rd and 4th place, and a playoff for 5th and 6th place.
iii. Match and Scoring Formats. Regular scoring will be used.
a. 12 Divisions
• Singles: best of 3 tiebreak sets with a 10-Point Match Tiebreak in lieu of the 3rd set
•
b. 18, 16, and 14 Divisions
• Main Draw Singles (including 3rd place playoff): best of 3 tiebreak sets
• Consolation Singles (including playoff matches for 5th, 6th, and 8th place): best of 3 tiebreak sets with a 10-Point Match Tiebreak in lieu of the 3rd set
• Doubles: 8-game pro set
iv. Singles Selection Process. Excellence Tournaments will select players into the singles draw as follows:
a. Ranking Lists: Up to 20 players will be selected from the most recently published Combined Sectional Final Ranking Lists of the division, in the order in which their names appear on the list.
b. Ratings: Up to 12 players will be selected based on each player’s most recently available weekly average Universal Tennis rating as follows: the players with the 12 highest ratings will be selected, provided a player’s rating is higher than the lowest rated player selected under step #1 above. In the event two players have the same rating, a tie will be broken based on the players’ rankings on the Combined Sectional Final Ranking Lists used under step #1. If no weekly average rating is available for a player, that player’s daily rating shall be used.
c. Vacancies and Alternates: If vacancies remain, players will be selected from the Combined Sectional Final Ranking Lists used to select players under step #1 in the order in which their names appear on the list. Alternates will also be ordered in the same manner. Any late entry will be placed on the bottom of the alternate list regardless or ranking or rating.
v. Doubles.
a. Draw Size and Format. The doubles draw size is limited to 16 teams. A single elimination draw will be played with a playoff for 3rd and 4th place. c. Selection Process. Teams will be selected as set forth in Rule 14. All teams not selected will be placed on Alternate Lists that are ordered using the same methods of selecting players or teams into the tournament described in above. The Alternate Lists will be used to replace withdrawing players and teams, except that a Late Entry may not be accepted into the draw if it invalidates the seeding.
d. Player Selection Publication Requirement. Unless delayed due to the availability of USTA NorCal staff to make singles selections, the singles selection lists will be published no later than the Friday following the Monday entry deadline. In the event of a delay, the publication date will be published to the tournament website.
e. Doubles Partner Notification Deadline; Paring of Players Without Partners. No later than the end of the day on Monday prior to the Saturday start date of the tournament, any doubles players that have not previously entered as a team must notify the Tournament Committee of the partnership.
A Tournament Committee may elect to randomly pair any player entered in doubles without a partner after the Monday deadline provided a statement that this will take place is published on the tournament website by the time entries open. If random parings will take place, players entered in doubles without a partner that do not desire to play doubles must notify the Tournament Committee of their desire to withdraw from doubles (without penalty) by the Monday deadline.
If random pairings are made, players in the singles draw will be paired with other players in the singles draw first.
v. Entry Fee.
a. 4-Day Tournaments. The entry fee for a 4-day Excellence Tournament with singles and doubles events will be a base fee of $60 per player. Doubles: 8-game pro set

[5] On tournament days, withdrawals must be made by phone (510)
7905510 or email tennis@fremont.gov. If we cannot contact your
opponent in time, late withdrawals may still be recorded as a
default.
[6] The tournament will NOT give authorization for concurrent
tournament registrations. We will enforce concurrent tournament
registration rules.

Players are selected manually by the tournament director after the close of registration.
Entry to this tournament is open to specified residents only. Entries must be submitted by Monday, October 1, 2018 11:59:00 PM Pacific Time. Only USTA members can register online if available.
