Draws and Matches
Draws and schedules were
Tuesday with some alterations made Wednesday, please review the schedule.
Match formats are below. All players in the consolation rounds are
expected to play, point penalties will be assessed for any players who
withdraws from consolation rounds without a doctor’s note.
Main Draw
(including 3rd & 4th place playoff)

Consolation
(including playoff matches for 5th, 6th place matches)
• Best of 3 Tiebreak Sets with a 10-Point
Match Tiebreak in lieu of the 3rd set
Warm up courts
Courts are available before the first match time. Once the tournament has
started there will no warm up courts onsite. The nearest warm up courts are
Mission San Jose Community Park (right behind Mission San Jose High School) and
Centerville Community Park. These are City of Fremont facilities and courts are
first come first served basis.
Communication and
withdrawals
All withdrawals must be made
via email (tennis@fremont.gov ) and
phone (510)790-5510. Any changes in match times will be communicated top
players via email or phone.
POSSIBLE RAIN DELAY PROCEDURES
Given weather forecast we are hopeful to play at least the first round
main draw matches. When possible we will try to get an email blast out to
players, however it is your responsibility to check the tournament homepage for
updates.
Based on how much rain we get today, Saturday matches may be pushed
back. The tournament homepage will be updated tonight if there’s any delays for
tomorrows 8am matches. If we have any delays the tournament committee may
decide to change the match format attempting to get all matches played, again
this will be updated on the tournament homepage.
Players
Players are expected to behave within the guidelines of code of conduct and
their role will be to compete fairly, be respectful of opponents, officials and
themselves. It is the players responsibility to check in, know the match
format, both players must report scores and know when they’re next match is.
Parents
Parents also will be held accountable to the code of conduct of Friend of
Court. Their role will be supporters of the event, officials, opponents and
players. Any conduct that is not consistent with Friend of Court and the
tournament may result in the individual being asked to leave the site. If
further issues arise it could result in players being defaulted.
Consolation Rounds
All players not in the main draw are EXPECTED to play their consolation
matches. Penalties and suspension points will be awarded to players who choose
to not play the consolations rounds. Injury withdrawals from consolations
rounds need to be accompanied with a doctor’s note.
Videotaping of Matches
The
City of Fremont video policy supersedes the USTA policy as it’s a facility
policy, there will be no videotaping of matches during the tournament.
Strict enforcement of this policy will be throughout the tournament.

Tournament selection and scheduling update
Selections will be completed Friday 7/10 by the USTA NorCal office, if you are not selected and would like to know why, contact Tommy Tu at the NorCal office. Singles draws will be done by noon Saturday 11/10. Doubles partners and draws will be done by noon Monday 13/10. Scheduling will be completed by 5pm Monday 13/10 and posted Tuesday 14/10.

Pre - Tournament information
Warm up courts Courts 7-18 are designated warm up courts and we expect players to SHARE courts for warm ups. Once matches have started there will be no warm up courts at Fremont Tennis Center. Other possible locations nearby are Mission San Jose Community Park, Niles Community Park and Centerville Community Park. All of these will show up on a google search. Keep in mind these are public courts and are on a first come basis.

DOUBLES REGISTRATION PROCEDURE
Please make sure you have the approval of your partner prior to registering for this tournament. If you haven't got permission to register from your partner we will NOT accept your doubles entry. If you wish to have the tournament committee partner you with another player after singles selections have been made please email the tournament director npugh@fremont.gov by Monday noon October 10th. If you ask the tournament committee to find a doubles partner, pairings will be random and final. Any player that withdraws based on partner pairing will be subject to withdrawal suspension points.

LATE ENTRIES
There will be NO late entries taken for this tournament as entries have been open for 8 weeks prior to the entry deadline.

USTA NORCAL EXCELLENCE RULES
I. Excellence Tournaments.
Excellence Tournaments offer advanced competition in the 12, 14, 16 and 18 divisions and each is designated as a Level 4 National Ranking Tournament. All events use a yellow ball on a 78’ court and a player’s racquet may not exceed 29" in length.
i. Pathway Eligibility - Players Aged 12 Years and Younger.
To enter and play in an Excellence Tournament, players must players must be at least 8 years of age and first fulfill the pathway requirements as set forth in Rule 10.
ii. Singles Draw Size and Format.
The singles draw size is limited to 32 total players. The draw format will be a Feed-In Championship that feeds players in through the Round of 16, with a playoff for 3rd and 4th place, and a playoff for 5th and 6th place.
iii. Match and Scoring Formats.
Regular scoring will be used.
a. 12 Divisions
• Singles: best of 3 tiebreak sets with a 10-Point Match Tiebreak in lieu of the 3rd set
• Doubles: 8-game pro set
b. 18, 16, and 14 Divisions
• Main Draw Singles (including 3rd place playoff): best of 3 tiebreak sets
• Consolation Singles (including playoff matches for 5th, 6th, and 8th place): best of 3 tiebreak sets with a 10-Point Match Tiebreak in lieu of the 3rd set
• Doubles: 8-game pro set
iv. Singles Selection Process.
Excellence Tournaments will select players into the singles draw as follows:
a. Ranking Lists:
Up to 20 players will be selected from the most recently published Combined Sectional Final Ranking Lists of the division, in the order in which their names appear on the list. b. Ratings: Up to 12 players will be selected based on each player’s most recent rating as follows: the players with the 12 highest ratings will be selected, provided a player’s rating is higher than the lowest rated player selected under step #1 above. In the event two players have the same rating, a tie will be broken based on the players’ rankings on the Combined Sectional Final Ranking Lists used under step #1.
c. Vacancies and Alternates: If vacancies remain, players will be selected from the Combined Sectional Final Ranking Lists used to select players under step #1 in the order in which their names appear on the list. Alternates will also be ordered in the same manner. Any late entry will be placed on the bottom of the alternate list regardless or ranking or rating.
v. Doubles.
a. Draw Size and Format. The doubles draw size is limited to 16 teams. A single elimination draw will be played with a playoff for 3rd and 4th place.
b. Special Scheduling for Excellence Tournament Held in January over Martin Luther King Holiday Weekend. The doubles events for the Excellence Tournament held in January over Martin Luther King Holiday Weekend will begin on the second weekend of this tournament. If the event is not started due to weather concerns that would not permit the event to finish, the doubles events at the Championship Singles & Doubles Tournament scheduled to be held late April/early May (beginning April 30 in 2016) will be designated the National Level 4 Ranking Tournaments to replace the Excellence doubles events.
c. Selection Process. Teams will be selected as set forth in Rule 14. All teams not selected will be placed on Alternate Lists that are ordered using the same methods of selecting players or teams into the tournament described in above. The Alternate Lists will be used to replace withdrawing players and teams, except that a Late Entry may not be accepted into the draw if it invalidates the seeding.
d. Player Selection Publication Requirement. Unless delayed due to the availability of USTA NorCal staff to make singles selections, the singles selection lists will be published no later than the Friday following the Monday entry deadline. In the event of a delay, the publication date will be published to the tournament website.
e. Doubles Partner Notification Deadline; Paring of Players Without Partners. No later than the end of the day on Monday prior to the Saturday start date of the tournament, any doubles players that have not previously entered as a team must notify the Tournament Committee of the partnership.
A Tournament Committee may elect to randomly pair any player entered in doubles without a partner after the Monday deadline provided a statement that this will take place is published on the tournament website by the time entries open. If random parings will take place, players entered in doubles without a partner that do not desire to play doubles must notify the Tournament Committee of their desire to withdraw from doubles (without penalty) by the Monday deadline.
If random pairings are made, players in the singles draw will be paired with other players in the singles draw first. v. Entry Fee.
a. 4-Day Tournaments. The entry fee for a 4-day Excellence Tournament with singles and doubles events will be a base fee of $60 per player.

[4] All withdrawals after entry closing date must be made in
writing to npugh@fremont.gov
[6] On tournament days, withdrawals must be made by phone &
email. If we cannot contact your opponent in time, late withdrawals
may still be recorded as a default.
[7] The tournament will NOT give authorization for concurrent
tournament registrations. We will enforce concurrent tournament
registration rules.
8. Singles will be best of three tie break sets for 14's Boys and
Girls draw. 12's boys and girls match formats will be 2 out of 3
sets with 10 point tiebreaker in leiu of thrid set. All doubles
will be an 8 game pro-set. All events are Singles Elimination with
play off for 3 & 4.

Players are selected manually by the tournament director after the close of registration.
