PLEASE READ ALL INFORMATION BELOW BEFORE REGISTERING!
When you register, be sure to provide your email address and cell phone number during the registration process. We do not have access to phone numbers and email addresses of the tournament participants UNLESS the player re-enters their contact information at the time of the event registration. This means that if a player does not enter their phone number and email information each time they register for a tournament, we will not be able to contact them for any reason, including withdrawals, defaults, etc. Your cooperation will ensure that we can continue to communicate necessary information to all of the tournament players.

ENTRY IN CONCURRENT TOURNAMENTS
when entries close, a player shall not be
entered in two or more sanctioned tournaments if any parts of the tournaments
overlap, unless each Tournament Committee involved understands the situation
and concurs in writing. If entries for
the overlapping tournaments close on different dates, approval must be received
from all Tournament Committees no later than the entry closing date that occurs
last.
Players who enter a tournament and
play it to completion, may then enter another tournament with overlapping dates
without permission. A player who is on
the alternate list in one tournament is not considered in violation of the
Concurrent Tournament Rule if they enter another concurrent tournament.
Players who violate the Concurrent
Tournament Rule shall forfeit all ranking points earned at the
concurrent tournaments.

TOURNAMENT WITHDRAWALS
A withdrawal for any reason is 2 suspension points.
Withdrawals Prior to Entry Deadline: If entries have not yet closed, a player may withdraw by scrolling up this TennisLink tournament homepage and click “Withdraw” under the Edit Registration box. You will need your confirmation number from your original registration to withdraw. The “Locate Confirmation Number” is also in the Edit Registration box. Because your credit card will not be charged prior to the entry deadline, no refund needs to be made.
Withdrawals After Entry Deadline: Should circumstances arise that will not allow you to compete in the tournament, please contact Hein Tu, the Tournament Director, as soon as possible at hein@harborbayclub.com if you must withdraw from the tournament. Upon withdrawal, a detailed explanation of your reason for withdrawal will be requested in writing.
Refunds: A player’s entire entry fee will be refunded if the player withdraws no later than seven days before the start date of the tournament no refund is required beginning six days before the start date of the tournament. The fee for electronic entries is not a considered a part of the entry fee and is non-refundable.

Singles draw size: 32 players
Doubles draw size: 16 teams

DRAW FORMATS
Singles: Feed-In Championship (FIC) to Round of 16
All singles draws have a Feed-In Championship that feeds players in through the
Round of 16. The quarterfinal losers will be fed into a separate draw to
playoff for 5th and 6th place; there is no playoff for 7th and 8th place. The
FIC draw will play to completion. The FIC is considered part of the tournament
and participation is mandatory for all singles main draw players.
Doubles: Single Elimination.
All singles and doubles draws have a playoff for 3rd and 4th place. All players are required to play the playoff matches.

MATCH AND SCORING FORMATS
Match and scoring formats are as follows:
• Main Draw Singles (including playoff for 3rd/4th place):
Best of 3 Tiebreak Sets
• Feed-In Championship Matches (including playoff for Quarterfinals
Losers):
Best 2 out of 3 Tiebreak Sets with a match tiebreak in the 3rd. (Originally was Best 3 Tiebreak Sets)
• Doubles:
8 Game Pro Set with a 7-Point Match Tiebreak at 8 games all

SAME DIVISION IN DOUBLES AS SINGLES ONLY
A player may not enter one division in singles
and a different division in doubles.

NORCAL& NATIONAL RANKING POINTS
The NorCal Excellence is a National Ranking Level 4
tournament. Players will receive both NorCal and National ranking points for
this tournament.

PLAYER ELIGIBILITY
Excellence
Tournaments are open only to “Residents of Northern California.”
"Residents of Northern California" refers to permanent residents of
USTA NorCal (as geographically defined in the USTA Bylaws).

TOURNAMENT SELECTION
Singles selection will be done by USTA NorCal. The singles selection process will be completed by Friday, October 17, 2014. The Tournament will select players for doubles after the singles selection process has been completed.
SINGLES SELECTION PROCESS. Excellence Tournaments shall select
players into the singles draw as follows:
(A) Ranking Lists: Up to 20 players shall be selected from
the most recently published Combined Sectional Final Ranking Lists of the
division, in the order in which their names appear on the list.
(B) Ratings:
Up to 12 players shall be selected based on each player’s most
recent rating as follows: the players
with the 12 highest ratings shall be selected, provided a player’s rating is
higher than the lowest rated player selected under step #1 above. In the event two players have the same
rating, a tie shall be broken based on the players’ rankings on the Combined Sectional
Final Ranking Lists used under step #1.
(C) Vacancies
and Alternates: If vacancies remain,
players shall be selected from the Combined Sectional Final Ranking Lists used
to select players under step #1 in the order in which their names appear on the
list. Alternates shall also be ordered
in the same manner. Any late entry shall
be placed on the bottom of the alternate list regardless or ranking or rating.
DOUBLES SELECTION PROCESS. The Tournament Committee shall
accept doubles teams into the doubles event in the following order:
1. Teams comprising two players in the singles
draw shall be accepted.
2. Teams comprising one player in the singles
draw and one alternate not in the singles draw.
3. Teams comprising two players not in the
singles draw.
4. If more than the maximum number of entries is
received, selection order is based:
• first, on highest combined rankings using the most recently published
Doubles Seeding List; and
• second,
on highest combined doubles ranking points,
except that no team comprised of a Late Applicant shall be selected
before a team comprised of timely applicants.
Tournaments are NOT authorized to expand the draw size in order to
accommodate teams.
For the purpose
of determining selection of teams, below is the process of calculating combined
rankings and combined ranking points:
• A
team’s combined ranking is determined as follows: Player A holds the #200
ranking in the division and Player B holds the #201 ranking in the
division. The Team of A&B would have
the combined ranking of 402. • Combined
Doubles Ranking Points are determined as follows: Player A has 25 doubles
ranking points in the division and Player B has 10 doubles ranking points in
the division. The Team of AB would have
combined doubles ranking points of 35.
If one partner does not have a
ranking in the division, for the purposes of calculating the combined ranking, the unranked player shall be assigned a rank that is equivalent to one lower
than the lowest ranked player on the Final Ranking List. For example, if Partner C holds the #1
ranking, Partner D does not have a ranking, and the Final Ranking List for this
event has a total of 100 players on the list, Partner D is assigned a ranking
of 101 and Team C&D have a combined ranking of 102.
ALTERNATES. Players who have not been selected after the selection process will be placed on the Alternates List.
LATE ENTRIES. Late entries shall be placed at the bottom on the alternate list in the order received after
timely entries. Late entries received at the same time shall be ordered by lot.

TOURNAMENT SEEDING
SINGLES. The USTA NorCal shall seed
Excellence Singles events. Singles
seeding will be based on the most recently published Singles Seeding Lists; however,
when a tournament receives entries from players who have a USTA national
standing as of the date entries close in the top 50 of any division, they shall
be considered for seeding.
DOUBLES. Teams shall be
seeded by the Tournament Committee in the order of their combined ranking using
the most recently published Doubles Seeding List. For example, if Partner A holds the #1
ranking and Partner B holds the #10 ranking, the Team of A&B would have a
combined ranking of 11. Teams that have
the same combined ranking shall be seeded in the order of the total number of
doubles ranking points held by each team.
If one partner does not have a ranking, for the purposes of calculating
the combined ranking, the unranked player shall be assigned a rank that is
equivalent to one lower than the lowest ranked player on the Final Ranking
List. For example, if Partner C holds
the #1 ranking, Partner D does not have a ranking, and the Final Ranking List
for this event has a total of 100 players on the list, Partner D is assigned a
ranking of 101 and Team C&D have a combined ranking of 102.
Teams
with USTA National, ITF, ITA, WTA and ATP standings and rankings may also be
considered for seeding if permitted in Rule 15.B. or D. above.

AVOIDANCES
In fairness to all players, we are unable to grant avoidances for this tournament due to scheduling demands of the tournament.

CHECK-IN PROCEDURE
Please check in at the tournament desk at least 15 minutes before your scheduled match time. Please go to the bathroom, fill your water bottle, etc. before you check in. Players are expected to check and comply with all scheduling done by the Tournament Committee.

PRACTICE COURTS
There will be warm up courts available at HBC before the first matches (8:00AM) on Saturday and Sunday. For all other matches, warm up court availability is uncertain. HBC opens at 7:00AM. There are two parks nearby with public courts:

DRESS CODE
Appropriate tennis attire is required at all
times. Only shoes with non-marking soles are permitted. Clothing not considered
proper tennis attire can include, but not be limited to:
• Sports bras worn alone (without a shirt).
• Shirts with references to sex, drugs, alcohol or tobacco.
• Compression shorts worn alone (not covered by shorts or a skirt).

PARKING & CLUB USE
Please DO NOT park in the Harbor Bay Club’s (HBC) parking lot as it is for members only. There is plenty of free street parking available right outside of the HBC’s parking lot. Also, the back gate between court #13 and #14 will be open. There is also plenty of free street parking behind that gate. The back gate is on Veterans Ct, which is the first right turn once you turn onto Island Drive.

USTA NORCAL POINT PENALTY SYSPENSION SYSTEM
The USTA NorCal Point Penalty Suspension System (PPSS) will be applied! PPSS is a system that levies suspension points for violations of the standards of conduct including code violations under the Point Penalty Sytem, no shows, defaults, and other misconduct. The purpose of this System is to maintain fair and reasonable standards of conduct by all USTA NorCal players competing in any USTA-sanctioned tournament.
