No rain at the moment but the courts are very wet. We are on a 1 hour delay for all FIRST ROUND matches. For example, if you have an 8AM first round match, it will now be 9AM. Next update will be at 8AM.

Although it is not currently raining in Alameda, the courts at the club are very wet. The courts will most likely not dry by 8AM tomorrow. The times for all first round matches will be pushed back for 30 minutes. For example, if you have an 8AM match, it will now be 8:30AM. Another update will be posted on this page around 7:15AM Saturday Dec. 15.

PARKING & USE OF CLUB
Please do not park in the Harbor Bay Club’s parking lot. There is plenty of free street parking available right outside of the Club’s parking lot. You can also park at Amelia Earhart Elementary School, which is immediately on the right when you make the turn on Packet Landing Road. The Club’s parking lot is for members only.
The back gate between court #13 and #14 will be open. There is also plenty of free street parking behind that gate. The back gate is on Veterans Ct, which is the first right turn once you turn onto Island Drive.
Players, please use the junior locker room, which by the swimming pool near court #1.

GENERAL TOURNAMENT INFORMATION
PLEASE READ ALL INFORMATION BELOW BEFORE REGISTERING!When you register, be sure to provide your email address and cell phone number during the registration process. We do not have access to phone numbers and email addresses of the tournament participants UNLESS the player re-enters their contact information at the time of the event registration. This means that if a player does not enter their phone number and email information each time they register for a tournament, we will not be able to contact them for any reason, including withdrawals, defaults, etc. Your cooperation will ensure that we can continue to communicate necessary information to all of the tournament players.

COMPETITION OVERVIEW
Annually, USTA NorCal will organize a year-end singles-only competition for the top eight (8) USTA NorCal players. It will be held each year after the conclusion of the last Championship tournament and as a preparation tournament for the USTA National Winter Championships. In 2012, the sanction dates will be December 15-16.

TOURNAMENT SELECTION PROCESS
The top eight (8) eligible players on the most recently published NorCal Final Ranking List in the boys’ and girls’ 18, 16, 14, and 12 divisions will be selected. Selection will be done following the conclusion of the last USTA NorCal Championship tournament of the calendar year. The next highest eligible player on the most recently published NorCal Final Ranking List will be designated as the alternate and will replace any player who withdraws or who is defaulted.

PLAYER ELIGIBILITY
Age Eligibility. The USTA has adopted a “month of birth” age eligibility rule for junior players competing in USTA sanctioned tournaments. Junior players may continue to play in the 8, 10, 12, 14, 16 and 18 age divisions until the month they turn 9, 11, 13, 15, 17, or 19, respectively. When a
tournament begins in one month and ends in the next, the start date of a tournament shall be used to
determine age eligibility.

COMPETITION FORMAT
Preliminary Rounds: The preliminary rounds will be played using a Round Robin format. The players in each division will be divided into two flights of four players each. The 1st seed will be placed in one flight and the 2nd seed will be placed in other flight. The 3rd and 4th seeded players will be drawn to separate flights. The 5th and 6th seeded players will be dawn to separate flights. The 7th and 8th seeded players will be drawn to separate flights.
Treatment of Defaults, Withdrawals, Walkovers and Retirements: A player is credited with a win when there is a default, retirement, withdrawal or walkover of the opponent (unless an alternate takes the place of a player - see below). A player who is defaulted for any reason other than lateness will not play in subsequent matches and may not be declared the winner of the round robin. A player who is defaulted, retires, or creates a walkover will finish lower than every other player who has an identical match record.
Substitution of a Player with an Alternate: During the preliminary rounds, a player that withdraws or is defaulted for any reason other than lateness, whether it is before the first match or a subsequent match in the preliminary rounds, will be replaced with an alternate, if an alternate is available.
Championship Match: The top finisher in each of the two flights shall play one Championship match to determine the winner of the tournament.
Playoff for 3rd & Fourth Place: The 2nd best finishers in each of the two flights shall play one match to determine 3rd and 4th place.

DETERMINING TOP FINISHERS
After completion of the preliminary rounds (whereby each player plays every other player in the flight - 3 rounds per player), the top finishers will be determined as described in the USTA Regulations (USTA Regulation II.B.6.c. and d.).
USTA Regulation II.B.6. Round Robin:
C) Determining order of finish. The player who wins the most matches is the winner. If two players are tied, then the winner of their head-to-head match is the winner.
If three or more players are tied, the Referee shall use the following steps in the order listed to break all ties. The Referee shall break as many ties as possible using a given step before using the next step. These steps are:
• The head-to-head win-loss record in matches involving just the tied players
• The player with the highest percentage of sets won of all sets completed
• The head-to-head win-loss record in matches involving the players who remain tied
• The player with the highest percentage of games won of all games completed
• The head-to-head win-loss record in matches involving the players who remain tied
• The player with the highest percentage of sets won of sets completed among players in the group under consideration
• The head-to-head win-loss record in matches involving the players who remain tied
• The player with the highest percentage of games won of games completed among the players under consideration and
• The head-to-head win-loss record in matches involving the players who remain tied.
If the Referee has applied all the steps and a tie still cannot be broken, the Referee shall use a random drawing among the remaining tied players to determine their order of finish.
D) Defaults, withdrawals, walkovers, and retirements. A player is credited with a win in the round robin if:
• The opponent withdraws
• The opponent creates a walkover
• The opponent retires or
• An official defaults the opponent
When breaking a tie, only completed sets count as sets won and only completed games count as games won. A player who is defaulted for any reason other than lateness shall not play in subsequent matches and may not be declared the winner of the round robin. A player who is defaulted, retires, or creates a walkover shall finish lower than every player who has an identical match record.

MATCH AND SCORING FORMAT
The match format for singles and mixed doubles will be the best of three tiebreak sets. Singles and mixed doubles matches will use regular scoring.

HISTORY
The idea behind this event came to fruition when Tommy Tu (NorCal Junior Competition) presented a proposal to create a new year-end singles-only competition to the NorCal Junior Council during its meeting on November 16, 2011. Modeled after the year-end ATP and WTA players, it would be a tournament for the top USTA NorCal players in the 18, 16, 14, and 12 divisions to be held each year after the conclusion of the last Championship tournament that would count for ranking. The tournament would have several purposes: to be used as a preparation tournament for the USTA National Winter Championships, it would recognize the singles players with the best overall calendar year record, and it would be an event the players could strive throughout the year to qualify for. Following discussion between the members, the USTA NorCal Year End Junior Masters was unanimously approved by the NorCal Junior Council. The proposal was approved by the NorCal Board of Directors on December 14, 2011. The USTA NorCal Year End Junior Masters was officially adopted on December 22, 2011.

CHECK-IN PROCEDURES
Please check in at the tournament desk at least 15 minutes before your scheduled match time. Please go to the bathroom, fill your water bottle, etc. before you check in. Players are expected to check and comply with all scheduling done by the Tournament Committee.
Regulation IV.A.2. in the 2012 Friend at Court states, “The referee may penalize a player who is on site for lateness if a court is available and the player has failed to check in at the tournament desk by the scheduled match time." This means, if there is 1 open court at 10:00AM and there are 3 matches to put on, the Referee will start the clock for lateness for anyone who has not checked in for 10:00AM, even though there are not enough courts for all 3 matches.

SEEDING
Seeding will be based on the Ranking List used to select players. In the event there is a tie between two players under consideration for selection or for the purposes of determining the seeds, a coin toss will determine selection and seeding.

The Wilson US Open ball will be utilized through the tournament. Each match will receive three balls.

WARM UP COURTS
There will be warm up courts at the Club before the first match starts each day. There might or might not be courts available for warm up after that.
There are two parks nearby the Club with public courts:

DRESS CODE
Appropriate tennis attire is required at all times. Only shoes with non-marking soles are permitted.

RACQUET STRINGING
Racquet string at the Club is available. Stringing labor is $20. Please contact the tournament desk if you have any questions regarding racquet stringing. Please bring your own string because strings are not available at the Club.

IN CASE OF RAIN
In case it does rain, there will be no back up indoor courts. The following weekend December 5-16 will be used in the case of rain. We may change the match format before the start of play in any round in a draw without notice on the tournament web page when in the Tournament Committee’s discretion the change is necessary to complete the draw after inclement weather causes the tournament to fall behind its published schedule. We will use our best efforts to have all matches in a round in a draw use the same match format.

WITHDRAWALS & REFUND OF ENTRY FEE
Withdrawals Prior to Entry Deadline: If entries have not yet closed, a player may withdraw by scrolling up this TennisLink tournament homepage and click “Withdraw” under the Edit Registration box. You will need your confirmation number from your original registration to withdraw. The “Location Confirmation Number” is also in the Edit Registration box. Because your credit card will not be charged prior to the entry deadline, no refund needs to be made.
Withdrawals After Entry Deadline: Immediately email and call Michelle Wilson, the Tournament Referee, at wilson@norcal.usta.com and (510) 263 – 0446 if you must withdraw from the tournament. Bona fide reasons for a withdrawal are illness, injury, or personal circumstances.
Withdrawals After Draw is Made: Immediately email and call Michelle Wilson, the Tournament Referee, at wilson@norcal.usta.com and (510) 263 – 0446. All withdrawals for any reason without the proper written notification are actually defaults.
The required written verification of an injury or illness must be from a medical professional. If a player is withdrawing because of a personal emergency, the player must deliver a written explanation of the situation and the Referee will determine whether the situation is a personal emergency. It can be faxed to (510) 748 – 7377 or emailed to wilson@norcal.usta.com AND ttu@norcal.usta.com. If you get a voice mail, please speak slowly and clearly and spell the player’s name if necessary and be sure to give a return phone number. Also, give your line number on the draw if you can.
Any withdrawal that does not meet the written verification requirements by the last scheduled day of the tournament will result in the player being levied suspension points and any match that is not played will be coded as a Default.
Refunds: A player’s entire entry fee will be refunded if the player withdraws no later than seven days before the start date of the tournament no refund is required beginning six days before the start date of the tournament. The fee for electronic entries is not a considered a part of the entry fee and is non-refundable.

LATEST START TIME
No match should start nor suspended match be resumed:
• after 8:00 pm in the 18 and 16 divisions and
• after 7:00 pm in all other junior divisions,
except that no match should start nor suspended match be resumed after 6:00 pm on school nights.

AWARDS
Awards will be presented to all singles finalists including 3rd/4th place.

POINT PENALTY SUSPENSION SYSTEM
The USTA NorCal Point Penalty Suspension System (PPSS) will be applied! The purpose of this System is to maintain fair and reasonable standards of conduct by all USTA NorCal players competing in any USTA-sanctioned tournament. CONCURRENT TOURNAMENT RULE
When entries close, a player shall not be entered in two or more sanctioned tournaments if any parts of the tournaments overlap, unless each Tournament Committee involved understands the situation and concurs in writing. If entries for the overlapping tournaments close on different dates, approval must be received from all Tournament Committees no later than the entry closing date that occurs last. Players who enter a tournament and play it to completion, may then enter another tournament with overlapping dates without permission. A player who is on the alternate list in one tournament is not considered in violation of the Concurrent Tournament Rule if they enter another concurrent tournament.
