HOT WEATHER PREDICTED FOR 2ND WEEKEND
Parents and Players - it is very important that you prepare for hot weather this weekend. Please remember to hydrate extremely well before, during and after your matches. We are bringing as much shade as we can borrow from our clubs but suggest you do the same. We will have ice, water and sports drinks available onsite but also suggest you bring cooling towels, hats, umbrellas (which players can also use on change overs), spritzer fans and anything else that will help you in hot conditions. We have scheduled matches to play as early as we can but expect all players (especially those playing later) will need the full 2 hour rest time. Please make sure to let the tournament desk know when you come off court if you need extra time before your next match.
We may delay the start time of later rounds matches if the weather dictates. We also may implement a shortened match format but will determine those steps onsite and it would be used as a last choice.

GENERAL TOURNAMENT INFORMATION
PLEASE READ ALL INFORMATION BELOW BEFORE REGISTERING! When you register, be sure to provide your email address and cell phone number during the registration process. We do not have access to phone numbers and email addresses of the tournament participants UNLESS the player re-enters their contact information at the time of the event registration. This means that if a player does not enter their phone number and email information each time they register for a tournament, we will not be able to contact them for any reason, including withdrawals, defaults, etc. Your cooperation will ensure that we can continue to communicate necessary information to all of the tournament players.
Tournament Communication will be handled primarily through email to the Tournament Director (chrysa@sparetimeinc.com) and/or Tournament Referee (ckim410s@gmail.com). We both are able to respond quicker to emails than phone calls. There will be a dedicated site contact number available at a future time but for now, Spare Time's Corporate office number is listed which is where the Tournament Director works but is not at the tournament site.

TOURNAMENT SITES
California State University of Sacramento (CSUS) will be the main tournament site (14 newly surfaced hard courts). Courts at CSUS are past the football stadium. Additional courts will be used at Rio del Oro Racquet Club (RIO), 119 Scripps Drive, Sacramento, CA 95825. We will use the 8 courts across the street from RIO club house. Check your draw carefully to see which site you play at (CSUS or RIO). RIO courts will be used the first weekend only. Click this link to access map of CSUS Campus:

TOURNAMENT SELECTION PROCESS
SINGLES EVENT: Players will be selected as follows:
1) Eight Qualifiers – Each year USTA NorCal will designate two Open Tournaments in each age division preceding the Sectional Championships which will be qualifying tournaments for the Sectional Championships. The singles semifinalists in each age division of both tournaments (4 players from each tournament, 8 total players per division) who have submitted timely entries will be accepted. In 2012, these tournaments are:
• Future Stars 2000’s Sacramento Junior Open - June 2-3 (ID #508362912)
• Sylvano Tennis Association Junior Open - June 2-3 (ID #500020212)
2) Two Wild Cards – Up to two wild cards that may be selected by the Wild Card Committee as follows:
• To be considered for a Wild Card, a player must submit a timely entry into the tournament and apply for a Wild Card no later than the entry deadline (see WILDCARD APPLICATION below).
• The Wild Card Committee is comprised of the Manager of Player Development, Junior Competition Coordinator, and Chair of Junior Council.
• Wild Cards do not have to be awarded.
3) Players on Sectional Final Ranking Lists – The remaining players will be selected from the most recently published sectional Final Ranking List.
4) Alternates and Late Applicants – The alternate list will be ordered based on the most recently published sectional Final Ranking List. Players who submit an entry after the deadline will be placed on the bottom of the Alternate List in the order in which they are received. Late entries received at the same time will be ordered by lot.

DOUBLES EVENT:
Players will be selected in the following order:
1) Teams comprising two players in the singles draw shall be accepted.
2) Teams comprising one player in the singles draw and one alternate not in the singles draw.
3) Teams comprising two players not in the singles draw.
4) If more than the maximum number of entries is received, selection order is based:
• first, on highest combined standings and
• second, on highest combined doubles ranking points,
except that no team comprised of a Late Applicant shall be selected before a team comprised of timely applicants. Tournaments are NOT authorized to expand the draw size in order to accommodate teams.
For the purpose of determining selection of teams, below is the process of calculating combined standings and combined ranking points:
• A team’s combined standing is determined as follows: Player A holds the #200 standing and Player B holds the #201 standing. The Team of A&B would have the combined standing of 401.
• Combined Doubles Ranking Points are determined as follows: Player A has 25 doubles ranking points and Player B has 10 doubles ranking points. The Team of AB would have combined doubles ranking points of 35.
Players who have not designated a partner by entry close will be randomly paired as a team. Once these teams are set and seeding is done, no changes will be made unless there is a withdrawal and a replacement can be found who does not affect the seedings.

Wild cards are available for junior players to play in USTA NorCal Sectional Championships, USTA Zone Team Championships and USTA National Team Championships, and USTA Intersectional Team Championships.

COLLEGIATE INFORMATION SESSION
At Sac State on June 10th,12:00-1:00 PM in Yosemite Hall, Room 133. Cost is $5 and includes lunch and a copy of the USTA Guide to Tennis on College Campuses. Amy Jensen from USTA Player Development will lead the presentation along with panel members Bill Campbell (Director of Tennis at Sac State, Chairman of the Board Spare Time Clubs), Doug Atkinson (Director of Tennis at Broadstone Racquet Club,Coach of many Junior-> College Players for over 30 years), a former college tennis player and possible other guest panelists.

DRAW SIZE, DRAW FORMAT AND PLAYOFF
The Singles Draw will be limited to 64 players and will be a Feed-In Championship Draw that will feed in players through the quarterfinals. The Singles Draw will have a playoff for 3rd and 4th place.
The Doubles Draw will be limited to 32 teams and will be a Single Elimination Draw. The Doubles Draw will have a playoff for 3rd and 4th place.

MATCH AND SCORING FORMAT
The match format for singles and doubles will be the best of three tiebreak sets. Singles and doubles matches will use regular scoring.

ANTICIPATED SCHEDULE OF PLAY / SCHEDULING
Note: Schedule of play is subject to change by the Tournament Referee.
First Saturday, June 9 - We plan to play two rounds of main draw and one round of doubles. If time permits, we will add one round of consolation.
First Sunday, June 10 - We will try to play one round of main draw, two rounds of consolation, and one round of doubles.
Second Weekend, June 16-18 - We plan to play two rounds of main with the finals on Sunday. The consolation will play two rounds every day and will end with semis and finals on Monday.
One round of doubles will be played every day - so doubles will end on Monday.
Second weekend times will be placed into the draws after we complete the first weekend so we can maximize scheduling based on players involved after the results of the first weekend are known.

CHECK-IN PROCEDURES
Please check in at the tournament desk at least 15 minutes before your scheduled match time. Please go to the bathroom, fill your water bottle, etc. before you check in. Players are expected to check and comply with all scheduling done by the Tournament Committee.
Regulation IV.A.2. in the 2012 Friend at Court states, “The referee may penalize a player who is on site for lateness if a court is available and the player has failed to check in at the tournament desk by the scheduled match time." This means, if there is 1 open court at 10:00AM and there are 3 matches to put on, the Referee will start the clock for lateness for anyone who has not checked in for 10:00AM, even though there are not enough courts for all 3 matches.

SEEDING
The USTA NorCal Junior Competition Coordinator, Tommy Tu, will seed all levels of the NorCal Sectional Championships.
Singles: The most recently published Sectional Final Ranking Lists will be used as a start for determining seeding. National USTA, ITF, ITA, WTA, and ATP rankings and standings will also be considered.
Doubles: Teams will be seeded in the order of their combined ranking using the most recently published Final Ranking List. For example, if Partner A holds the #1 ranking and Partner B holds the #10 ranking, the Team of A&B would have a combined ranking of 11. Teams that have the same combined ranking shall be seeded in the order of the total number of doubles ranking points held by each team. If one partner does not have a ranking, for the purposes of calculating the combined ranking, the unranked player shall be assigned a rank that is equivalent to one lower than the lowest ranked player on the Final Ranking List. For example, if Partner C holds the #1 ranking, Partner D does not have a ranking, and the Final Ranking List for this event has a total of 100 players on the list, Partner D is assigned a ranking of 101 and Team C&D have a combined ranking of 102. Teams with USTA National, ITF, ITA, WTA and ATP standings and rankings may also be considered for seeding.

WARM UP COURTS
There will be warm up courts on site before the first match starts each day and 2 dedicated warm-up courts throughout the entire tournament at CSUS.

PARKING
FREE PARKING ON WEEKENDS. For those playing on Monday, the tournament will provide 1 parking pass per competitor(stop by the tournament desk on Sunday to get your parking pass). Additional parking passes may be purchased at our cost of $6 per pass. The Parking structure is located on your right just before you see the courts. Turn right onto the street between the parking structure and the tennis courts and there will be an entrance to the parking garage across from the tennis courts. HOT TIP: The top of the parking structure givesa good birds-eye view of courts 1-8 as well as the stairwell on the outside of the parking structure.

FANS & FRIENDS
We recommend you bring your own chairs, shade, and ice chest. There is limited seating available onsite and limited shade around the courts. It could be very hot here in June.

DRESS CODE
Appropriate tennis attire is required at all times. Only shoes with non-marking soles are permitted.

WITHDRAWALS & REFUND OF ENTRY FEE
Withdrawals Prior to Entry Deadline: If entries have not yet closed, a player may withdraw by scrolling up this TennisLink tournament homepage and click “Withdraw” under the Edit Registration box. You will need your confirmation number from your original registration to withdraw. The “Location Confirmation Number” is also in the Edit Registration box. Because your credit card will not be charged prior to the entry deadline, no refund needs to be made.

Withdrawals After Entry Deadline:
Immediately email the Tournament Referee at ckim410s@gmail.com and copy the Tournament Director at chrysa@sparetimeinc.com if you must withdraw from the tournament. Bona fide reasons for a withdrawal are illness, injury, or personal circumstances.
Withdrawals After Draw is Made: Immediately email the Tournament Referee, at ckim410s@gmail.com. All withdrawals for any reason without the proper written notification are actually defaults.
The required written verification of an injury or illness must be from a medical professional. If a player is withdrawing because of a personal emergency, the player must deliver a written explanation of the situation and the Referee will determine whether the situation is a personal emergency. It can be emailed to ckim410s@gmail.com and chrysa@sparetimeinc.com. Provide the player’s name and be sure to give a return phone number. Also, give your line number on the draw if you can.
Any withdrawal that does not meet the written verification requirements by the last scheduled day of the tournament will result in the player being levied suspension points and any match that is not played will be coded as a Default.
Refunds: A player’s entire entry fee will be refunded if the player withdraws no later than seven days before the start date of the tournament for a bona fide reason. No refund is required beginning six days before the start date of the tournament. The fee for electronic entries is not a considered a part of the entry fee and is non-refundable.

LATEST START TIME
No match should start nor suspended match be resumed:
• after 8:00 pm in the 18 and 16 divisions and
• after 7:00 pm in all other junior divisions,
except that no match should start nor suspended match be resumed after 6:00 pm on school nights.

IN CASE OF RAIN
Highly unlikely in Sacramento, California in June. In case it does rain, there will be no back up indoor courts. We may change the match format before the start of play in any round in a draw without notice on the tournament web page when in the Tournament Committee’s discretion the change is necessary to complete the draw after inclement weather causes the tournament to fall behind its published schedule. We will use our best efforts to have all matches in a round in a draw use the same match format.

AWARDS
Awards will be presented to all Main Draw singles and doubles finalists including 3rd/4th place finishers and Consolation Draw finalists.
An overall SPORTSMANSHIP AWARD will be given to one female and one male in the tournament. A special recognition giftbasket for each is being donated by the Sacramento Convention & Visitors Bureau Sports Division.

POINT PENALTY SUSPENSION SYSTEM
The USTA NorCal Point Penalty Suspension System (PPSS) will be applied! The purpose of this System is to maintain fair and reasonable standards of conduct by all USTA NorCal players competing in any USTA-sanctioned tournament. For more information, please read the information on this page:

CONCURRENT TOURNAMENT RULE
When entries close, a player shall not be entered in two or more sanctioned tournaments if any parts of the tournaments overlap, unless each Tournament Committee involved understands the situation and concurs in writing. If entries for the overlapping tournaments close on different dates, approval must be received from all Tournament Committees no later than the entry closing date that occurs last. Players who enter a tournament and play it to completion, may then enter another tournament with overlapping dates without permission. A player who is on the alternate list in one tournament is not considered in violation of the Concurrent Tournament Rule if they enter another concurrent tournament.

PLAYER ELIGIBILITY
AGE ELIGIBILITY. The USTA has adopted a “month of birth” age eligibility rule for junior players competing in USTA sanctioned tournaments. Junior players may continue to play in the 8, 10, 12, 14, 16 and 18 age divisions until the month they turn 9, 11, 13, 15, 17, or 19, respectively. When a tournament begins in one month and ends in the next, the start date of a tournament shall be used to determine age eligibility.
RESIDENCY AND CITIZENSHIP OR ALIEN REQUIREMENTS FOR EXCELLENCE TOURNAMENTS AND SECTIONAL CHAMPIONSHIPS. Excellence Tournaments and the Sectional Championships are open only to “Residents of Northern California.” "Residents of Northern California" refers to permanent residents of USTA NorCal (as geographically defined in the USTA Bylaws) and temporary residents who do not reside in USTA NorCal solely for the purpose of participating in tournaments and who are:
i. U.S. Citizens. Citizens of the United States.
ii. Certain Aliens.
• permanent resident aliens in possession of a valid permanent alien registration receipt card (green card) OR
• aliens who have resided in the United States continuously for more than one year and who are members of families in the diplomatic or consular corps.
The residency of a USTA NorCal junior is determined by the primary residence of the physical and legal custodian or guardian of said junior player. USTA NorCal reserves the right to ask any player, parent, or legal guardian to furnish proof of residence, citizenship, and/or alien status, even though the junior may be holding a valid USTA card with USTA NorCal designation.
LOSS OF ELIGIBILITY. Players who have made a declaration of citizenship to a foreign country or who have accepted endorsement from another federation into an international team competition shall not be eligible to participate in Excellence Tournaments or the Sectional Championships.
REINSTATEMENT OF ELIGIBILITY. A player who has previously qualified to play in Excellence Tournaments and the Sectional Championships and who lost this right by:
• playing for another federation in an international team competition OR
• no longer being classified by the Department of Homeland Security as an alien with a status listed in Rule 3.B.ii. may apply for reinstatement. The USTA NorCal junior staff, in consultation with the USTA NorCal General Counsel, shall rule on the request. The player may appeal the ruling to the USTA NorCal Board.

AVOIDANCES
In fairness to all players, we are unable to grant avoidances for this tournament due to scheduling demands of the tournament, this includes ACT testing. Fortunately the ACT is offered at other intervals, where our tournament is a once a year event.
