USTA NORCAL JR. COMPETITION SURVEY
At the recent 2012 USTA Annual Meeting, significant changes that will alter the landscape of national junior competition were approved by the Association. These changes will take effect in January 2014 and will have a direct impact how NorCal structures its own junior competitive system. Junior Council and the NorCal staff view this period of time, prior to implementation of the new national system in January 2014, as an exciting opportunity to re-imagine what NorCal can do to grow participation, foster better competition and facilitate the development of more and better players.
To that end, we have created the 31-question survey and would greatly appreciate you taking the time to complete it - the link is below. The deadline for completing the survey is June 24th.
We're looking for feedback from all parts of our constituency - parents/guardians, players, coaches, volunteers, and officials - and welcome you to forward the link to anyone with an interest in junior tennis. Please only complete the survey once, but if you are a parent, please encourage your junior player and their coach/instructor to complete the survey.

GENERAL TOURNAMENT INFORMATION
PLEASE READ ALL INFORMATION BELOW BEFORE REGISTERING! When you register, be sure to provide your email address and cell phone number during the registration process. We do not have access to phone numbers and email addresses of the tournament participants UNLESS the player re-enters their contact information at the time of the event registration. This means that if a player does not enter their phone number and email information each time they register for a tournament, we will not be able to contact them for any reason, including withdrawals, defaults, etc. Your cooperation will ensure that we can continue to communicate necessary information to all of the tournament players.

DOUBLES SIGN UP
All competitors that have been selected for singles will be eligible for doubles. Signing up for doubles online does not guarantee a spot in the draw.
If you have signed up for doubles but have not listed a partner by the time entries close, you will need to contact the Tournament Director via email at ttu@norcal.usta.com stating who your doubles partner is or else you will be paired up randomly with someone who doesn’t have a partner. Please make sure to copy your doubles partner on the email as well!
If you did not sign up for doubles online and wish to play doubles, you must sign up with a partner by Tuesday, June 5th, 2012 at 4:30PM Pacific Standard Time via email to the Tournament Director. Again, please make sure to copy your doubles partner on the email as well!
It is not the responsibility of the Tournament Committee to match a player with a partner, but we will do our best to help pair as many players as possible. Failure to send this email will result in the players not being registered into the doubles draw.

COLLEGIATE INFORMATION SESSION
Players and parents are invited to attend a College Information Session, presented by USTA NorCal Player Development, with panel discussion on Saturday, June 9th, from 12pm-1:30pm @ the USTA NorCal office (5 minutes away from club). TOURNAMENT SELECTION PROCESS
SINGLES EVENT: Players will be selected as follows:
1) Eight Qualifiers – Each year USTA NorCal will designate two Open Tournaments in each age division preceding the Sectional Championships which will be qualifying tournaments for the Sectional Championships. The singles semifinalists in each age division of both tournaments (4 players from each tournament, 8 total players per division) who have submitted timely entries will be accepted. In 2012, these tournaments are:
• Future Stars 2000’s Sacramento Junior Open - June 2-3 (ID #508362912)
• Sylvano Tennis Association Junior Open - June 2-3 (ID #500020212)
2) Two Wild Cards – Up to two wild cards that may be selected by the Wild Card Committee as follows:
• To be considered for a Wild Card, a player must submit a timely entry into the tournament and apply for a Wild Card no later than the entry deadline (see WILDCARD APPLICATION below).
• The Wild Card Committee is comprised of the Manager of Player Development, Junior Competition Coordinator, and Chair of Junior Council.
• Wild Cards do not have to be awarded.
3) Players on Sectional Final Ranking Lists – The remaining players will be selected from the most recently published sectional Final Ranking List.
4) Alternates and Late Applicants – The alternate list will be ordered based on the most recently published sectional Final Ranking List. Players who submit an entry after the deadline will be placed on the bottom of the Alternate List in the order in which they are received. Late entries received at the same time will be ordered by lot.
DOUBLES EVENT: Players will be selected in the following order:
1) Teams comprising two players in the singles draw shall be accepted.
2) Teams comprising one player in the singles draw and one alternate not in the singles draw.
3) Teams comprising two players not in the singles draw.
4) If more than the maximum number of entries is received, selection order is based:
• first, on highest combined standings and
• second, on highest combined doubles ranking points,
except that no team comprised of a Late Applicant shall be selected before a team comprised of timely applicants. Tournaments are NOT authorized to expand the draw size in order to accommodate teams.
For the purpose of determining selection of teams, below is the process of calculating combined standings and combined ranking points:
• A team’s combined standing is determined as follows: Player A holds the #200 standing and
Player B holds the #201 standing. The Team of A&B would have the combined standing of 401.
• Combined Doubles Ranking Points are determined as follows: Player A has 25 doubles ranking points and Player B has 10 doubles ranking points. The Team of AB would have combined doubles ranking points of 35.

WILDCARD REQUEST FORM
Wild cards are available for junior players to play in USTA NorCal Sectional Championships, USTA Zone Team Championships and USTA National Team Championships, and USTA Intersectional Team Championships.

DRAW SIZE, DRAW FORMAT AND PLAYOFF
The Singles Draw will be limited to 64 players and will be a Feed-In Championship Draw that will feed in players through the quarterfinals. The Singles Draw will have a playoff for 3rd and 4th place.
The Doubles Draw will be limited to 32 teams and will be a Single Elimination Draw. The Doubles Draw will have a playoff for 3rd and 4th place.

CHECK-IN PROCEDURES
Please check in at the tournament desk at least 15 minutes before your scheduled match time. Please go to the bathroom, fill your water bottle, etc. before you check in. Players are expected to check and comply with all scheduling done by the Tournament Committee.
Regulation IV.A.2. in the 2012 Friend at Court states, “The referee may penalize a player who is on site for lateness if a court is available and the player has failed to check in at the tournament desk by the scheduled match time." This means, if there is 1 open court at 10:00AM and there are 3 matches to put on, the Referee will start the clock for lateness for anyone who has not checked in for 10:00AM, even though there are not enough courts for all 3 matches.

SEEDING
The USTA NorCal Junior Competition Coordinator, Tommy Tu, will seed all levels of the NorCal Sectional Championships.
Singles: The most recently published Sectional Final Ranking Lists will be used as a start for determining seeding. National USTA, ITF, ITA, WTA, and ATP rankings and standings will also be considered.
Doubles: Teams will be seeded in the order of their combined ranking using the most recently published Final Ranking List. For example, if Partner A holds the #1 ranking and Partner B holds the #10 ranking, the Team of A&B would have a combined ranking of 11. Teams that have the same combined ranking shall be seeded in the order of the total number of doubles ranking points held by each team. If one partner does not have a ranking, for the purposes of calculating the combined ranking, the unranked player shall be assigned a rank that is equivalent to one lower than the lowest ranked player on the Final Ranking List. For example, if Partner C holds the #1 ranking, Partner D does not have a ranking, and the Final Ranking List for this event has a total of 100 players on the list, Partner D is assigned a ranking of 101 and Team C&D have a combined ranking of 102. Teams with USTA National, ITF, ITA, WTA and ATP standings and rankings may also be considered for seeding.

DOUBLES CHAMPS QUALIFY FOR NEW YORK
Each year, the USTA sanctions a National Doubles Championships (Crotona Cup) with 16-team compass draw events in the boys’ and girls’ 16 and 14 divisions. The national purpose of the event is to encourage doubles play and allow sections to create an endorsement process to send a team to the national doubles-only event. NorCal, like most Sections, has designated the champions of its Sectional Championships in these divisions as the teams that qualify. In the event the 1st place team is not able to attend, the option is given to the 2nd place team.
In 2012, the tournament is held in New York City during the 3 days leading up to Arthur Ashe Kids’ Day - August 22-24 (Wednesday-Friday). Each player will receive a $250 Performance Award if a doubles team decides to participate. To further offset the expensive cost of New York, USTA NorCal will send a Team Manager to the event so that families could send a player without also sending a parent. The Sectional champions will be notified of this doubles event sometime in July.

The Wilson US Open ball will be utilized through the tournament. Each match will receive three balls.

There will be warm up courts at the Club before the first match starts each day. There might or might not be courts available for warm up after that.
There are two parks nearby the Club with public courts:

PARKING & USE OF CLUB
Please do not park in the Harbor Bay Club’s parking lot. There is plenty of free street parking available right outside of the Club’s parking lot. You can also park at Amelia Earhart Elementary School, which is immediately on the right when you make the turn on Packet Landing Road. The Club’s parking lot is for members only.
Players will have access to locker rooms, showers and towels. There are two locker rooms at the Club but we recommend that the players use the junior locker room, which by the swimming pool near court #1.

DRESS CODE
Appropriate tennis attire is required at all times. Only shoes with non-marking soles are permitted.

RACQUET STRINGING
Racquet string at the Club is available. Stringing labor is $20. Please contact the tournament desk if you have any questions regarding racquet stringing. Please bring your own string because strings are not available at the Club.

IN CASE OF RAIN
It is not likely to rain in Alameda, California in June. In case it does rain, there will be no back up indoor courts. We may change the match format before the start of play in any round in a draw without notice on the tournament web page when in the Tournament Committee’s discretion the change is necessary to complete the draw after inclement weather causes the tournament to fall behind its published schedule. We will use our best efforts to have all matches in a round in a draw use the same match format.

WITHDRAWALS & REFUND OF ENTRY FEE
Withdrawals Prior to Entry Deadline: If entries have not yet closed, a player may withdraw by scrolling up this TennisLink tournament homepage and click “Withdraw” under the Edit Registration box. You will need your confirmation number from your original registration to withdraw. The “Location Confirmation Number” is also in the Edit Registration box. Because your credit card will not be charged prior to the entry deadline, no refund needs to be made.
Withdrawals After Entry Deadline: Immediately email and call Michelle Wilson, the Tournament Referee, at wilson@norcal.usta.com and (510) 263 – 0446 if you must withdraw from the tournament. Bona fide reasons for a withdrawal are illness, injury, or personal circumstances.
Withdrawals After Draw is Made: Immediately email and call Michelle Wilson, the Tournament Referee, at wilson@norcal.usta.com and (510) 263 – 0446. All withdrawals for any reason without the proper written notification are actually defaults.
The required written verification of an injury or illness must be from a medical professional. If a player is withdrawing because of a personal emergency, the player must deliver a written explanation of the situation and the Referee will determine whether the situation is a personal emergency. It can be faxed to (510) 748 – 7377 or emailed to wilson@norcal.usta.com AND ttu@norcal.usta.com. If you get a voice mail, please speak slowly and clearly and spell the player’s name if necessary and be sure to give a return phone number. Also, give your line number on the draw if you can.
Any withdrawal that does not meet the written verification requirements by the last scheduled day of the tournament will result in the player being levied suspension points and any match that is not played will be coded as a Default.
Refunds: A player’s entire entry fee will be refunded if the player withdraws no later than seven days before the start date of the tournament no refund is required beginning six days before the start date of the tournament. The fee for electronic entries is not a considered a part of the entry fee and is non-refundable.

LATEST START TIME
No match should start nor suspended match be resumed:
• after 8:00 pm in the 18 and 16 divisions and
• after 7:00 pm in all other junior divisions,
except that no match should start nor suspended match be resumed after 6:00 pm on school nights.

AWARDS
Awards will be presented to all Main Draw singles and doubles finalists including 3rd/4th place finishers and Consolation Draw finalists.

POINT PENALTY SUSPENSION SYSTEM
The USTA NorCal Point Penalty Suspension System (PPSS) will be applied! The purpose of this System is to maintain fair and reasonable standards of conduct by all USTA NorCal players competing in any USTA-sanctioned tournament. CONCURRENT TOURNAMENT RULE
When entries close, a player shall not be entered in two or more sanctioned tournaments if any parts of the tournaments overlap, unless each Tournament Committee involved understands the situation and concurs in writing. If entries for the overlapping tournaments close on different dates, approval must be received from all Tournament Committees no later than the entry closing date that occurs last. Players who enter a tournament and play it to completion, may then enter another tournament with overlapping dates without permission. A player who is on the alternate list in one tournament is not considered in violation of the Concurrent Tournament Rule if they enter another concurrent tournament.

PLAYER ELIGIBILITY
AGE ELIGIBILITY. The USTA has adopted a “month of birth” age eligibility rule for junior players
competing in USTA sanctioned tournaments. Junior players may continue to play in the 8, 10, 12, 14,
16 and 18 age divisions until the month they turn 9, 11, 13, 15, 17, or 19, respectively. When a
tournament begins in one month and ends in the next, the start date of a tournament shall be used to
determine age eligibility.
RESIDENCY AND CITIZENSHIP OR ALIEN REQUIREMENTS FOR EXCELLENCE TOURNAMENTS AND SECTIONAL CHAMPIONSHIPS. Excellence Tournaments and the Sectional Championships are open only to “Residents of Northern California.” "Residents of Northern California" refers to permanent residents of USTA NorCal (as geographically defined in the USTA Bylaws) and temporary residents who do not reside in USTA NorCal solely for the purpose of participating in tournaments and who are:
i. U.S. Citizens. Citizens of the United States.
ii. Certain Aliens.
• permanent resident aliens in possession of a valid permanent alien registration receipt card (green card) OR
• aliens who have resided in the United States continuously for more than one year and who are members of families in the diplomatic or consular corps.
The residency of a USTA NorCal junior is determined by the primary residence of the physical and legal custodian or guardian of said junior player. USTA NorCal reserves the right to ask any player, parent, or legal guardian to furnish proof of residence, citizenship, and/or alien status, even though the junior may be holding a valid USTA card with USTA NorCal designation.
LOSS OF ELIGIBILITY. Players who have made a declaration of citizenship to a foreign country or who have accepted endorsement from another federation into an international team competition shall not be eligible to participate in Excellence Tournaments or the Sectional Championships.
REAINSTATEMENT OF ELIGIBILITY. A player who has previously qualified to play in Excellence
Tournaments and the Sectional Championships and who lost this right by:
• playing for another federation in an international team competition OR
• no longer being classified by the Department of Homeland Security as an alien with a status listed in Rule 3.B.ii. may apply for reinstatement. The USTA NorCal junior staff, in consultation with the USTA NorCal General Counsel, shall rule on the request. The player may appeal the ruling to the USTA NorCal Board.
